I run a lot of missions, and I also have 3k PvP kills in 0.0 since before when I was in an alliance and wars all the time.
As it is right now, it is a bit unlabanced since missions in friendly 0.0 is much safer than doing missions in low sec. I have 3M lp or so from pirate factions in 0.0, and when I did missions there I was never even close to lose a ship to enemies or pirates.
Maybe a solution would be to switch the isk and lp rewards between 0.0 and low sec. With 0.0 rewards in low sec missions, it would certainly be more attractive.
But the main problem is this: with faction/officer stuff and good implants you can do missions much faster, but taking a multi billion ship with multi billion implants into low sec is just plain stupid. You have to use cheaper stuff in low sec. And the end result is that you make more isk/hour in high sec with your expensive stuff than in low sec with cheap stuff.
And since there is no defence against probes, there is no way to avoid being killed sooner or later in low sec.
Besides, pirates generally suck at PvP, and I would hate to lose a ship to them

Here is one solution: put CONCORD in lowsec as well but only in deep space, not at gates. That would mean the local polulation in low sec would explode, and still allow pirates to camp the gates and get the occasional kill.

Yea, but not with this post. That idea would work, but it would change low sec a lot, and im sure lots of pirates would not like it (no easy gank in space with the help of rats).
But it would make it possible for a careful mission runner to stay alive in low sec, but still present a real risk everytime you need to change system. Pretty good risk vs reward if you ask me.
And the idea would definitely make low sec more appealing to misson runners and miners, and it would not surprise me if more ship got blown up by pirates compared to now despite the concord prescence in space.
